SNAP and food help for older adults in Kentucky
In short: Older Kentuckians can get SNAP food benefits, and households of older or disabled people with no earnings may be placed in the Elderly Simplified Application Project (ESAP), which gives 36 months of benefits with no renewal interview. If you are 60 or older with income up to $1,995 a month for one person, you may also get a free monthly food box through CSFP. Apply for SNAP at 855-306-8959, online, or at a Family Support office.

SNAP
SNAP gives you money on an EBT card each month to buy food at stores. The Department for Community Based Services (DCBS) runs it.
Rules that help older adults
- Savings limit: From October 1, 2026, a household with someone 60 or older or disabled can have up to $4,750 in countable savings. Other households can have up to $3,000. Kentucky's SNAP web page still shows older, lower amounts, so ask DCBS if you are close to the limit.
- What does not count: Your home, what is in it, your personal belongings and your vehicles.
- Medical costs: If someone in your home is 60 or older or disabled, the medical costs you pay can be subtracted from your income. This can raise your benefit. Bring proof, such as pharmacy receipts and bills.
- Work rules: The work requirement for adults without dependents covers ages 18 through 64 without a disability. It does not apply once you are 65.
- Someone can help: You can name an authorized representative to do the interview and use the benefits for you.
ESAP: the simpler option for older households
The Elderly Simplified Application Project (ESAP) is for households where everyone is elderly or disabled and no one has earned income. Children can live in the home, but other adults cannot.
- You get benefits for 36 months at a time.
- There is no interview when you renew.
- You send fewer papers, because DCBS checks some facts through data matches.
- If you show out-of-pocket medical costs, you get a standard medical deduction instead of adding up every bill.
You do not apply for ESAP separately. When you apply for SNAP or renew, DCBS checks whether you fit ESAP. Your notice will say whether you were approved for SNAP or ESAP.
How to apply for SNAP
- Start your application one of these ways:
- Call DCBS Family Support at 855-306-8959.
- Apply online at benefind.ky.gov or kynect.ky.gov.
- Go to any Family Support office.
- Print the SNAP application and mail it in.
- Do the interview. DCBS will contact you. You or your authorized representative must do it before the application can be finished.
- Send proof of income and costs, such as Social Security letters, rent and utility receipts, medical bills and bank statements.
- Get your decision. You will get a notice within 30 days. If your rent and utilities are more than your income, or your income is very low and you have almost no cash, you may get benefits within a few days.
Benefits count from the day DCBS gets your application. Applications that come in after 4:30 p.m. Eastern or on weekends count from the next business day.
After you are approved
- Your EBT card comes in the mail. Report a lost or stolen card at 1-888-979-9949, any time.
- Your approval letter says when your next interview or renewal is due. ESAP households renew every 36 months without an interview.
- If you disagree with a decision, you have the right to a fair hearing. Follow the instructions and deadline on your notice.
CSFP: a monthly box of food
The Commodity Supplemental Food Program (CSFP) gives people 60 and older a free box of USDA foods each month. Boxes can include vegetables, fruit, juice, meat or other protein, cheese, milk, pasta, peanut butter and cereal. The Kentucky Department of Agriculture runs it through local agencies.
| Household size | Monthly gross income limit (2026) |
|---|---|
| 1 | $1,995 |
| 2 | $2,705 |
How to apply
- Call the local agency for your county and ask for an application.
- Bring proof of identity, age and where you live, such as a driver's license or state ID, birth certificate or Medicare card. You state your income yourself.
- Pick up your box on the dates your agency gives you.
You must recertify every year. If you miss your pickup, you can be removed and must reapply. If you think you were treated unfairly, you can ask for a fair hearing within 60 days of the notice. Space depends on how many people each agency can serve.
Senior Farmers' Market Nutrition Program
If you are 60 or older with household income at or below 185% of the poverty level, you may get checks to buy fresh Kentucky-grown fruits, vegetables, herbs and honey at approved farmers' markets. You need proof of age and income. The Kentucky Department of Agriculture runs the program. Ask your Area Agency on Aging and Independent Living how to sign up in your county.
Senior meals
People 60 and older and their spouses can eat healthy meals at senior centers, meal sites and churches. These sites also offer nutrition education. If you are homebound, you may get home-delivered meals. People who are frail or alone get priority. To sign up, call your Area Agency on Aging or the statewide line at 1-877-925-0037.
Things people miss
- You can get more than one kind of help. SNAP, senior meals and the farmers' market checks are separate programs.
- Medical costs matter. Older adults who report their medical bills can get more SNAP.
- ESAP saves trips. If you live alone or only with other older or disabled people and have no job income, ask DCBS if you are in ESAP.
